Rules and Competition Format
Each team will play a minimum of 4
games. Boys & Girls divisions will
have A and B levels of competition based on level of interest. U15-U18 games will be officiated by a three-referee
system whenever possible. U9-U14 games will
have a one-man system. U9 & U10 age
groups will have 25-minute halves. U11-U18 age groups will have 30-minute
halves.
GAME BALLS
The home team will furnish the game ball if
not furnished by the Club. U9-U12 will use size 4 balls. U13-U18 will use size
5 balls.
GRACE PERIOD
Teams not ready to play at the scheduled
start time of any match shall be granted a FIVE (5) minute grace period. A
minimum of seven (7) players constitutes a team. Any team not ready to play
after this grace period has expired shall be reported by the referee to the
Committee. The game shall be recorded as a forfeit.
HOME
TEAM/VISITING TEAM
The team listed first is the home team. The
visiting team will have the choice of jersey colors. If in the opinion of the
referee there is a color conflict, the home team shall change jerseys. Each
player must wear an official uniform. Duplicate numbers are not permitted.
EQUIPMENT
The wearing of shin pads will be mandatory
for all players. A player will not be allowed to play without wearing them at
all times during the games.
TEAM
BENCH/SIDELINES
Teams and team officials (maximum of three
(3) people can represent the team, e.g. coach, assistant coach, manager) will
be on one sideline. Parents and spectators will be on the opposite sideline.
SCORECARDS
At registration, each coach will be provided
scorecards for each game. It will be the responsibility of every coach or team
manager (winner, tie, loser) to fill out the scorecard
in its entirety and submit the scorecard to the registration tent located at
each site immediately after the game. In the event of a dispute, the referee's
game report card will be the official record of the game. Results will be
posted as quickly as possible. Each coach is responsible for being at the right
place at the right time. If only one scorecard is received, the referee's game
report card will be the official record of the game.
POINT SYSTEM
A. Determination of standings within a
division.
B. Round Robin Points: 3
points for a win 1 point
for a tie 0
points for a loss C. This system shall be used to
determine the sub-group winner at the end of the round robin, when there is a
tie and it is necessary to resolve a tie. 1.
Winner of head to head competition 2. Most
Wins 3. Goal
differential (Maximum 4 goals/game, i.e. 15-0 = 4 points) 4.
Least goals allowed (four (4) game total) 5. FIFA
Penalty Kicks (immediately following the round robin games) D. Three (3) way tie within a
division. Follow same rules as listed in
C. If FIFA penalty kicks have to be taken, there will be a draw by the
Championship Committee. The first team drawn will receive the bye, the next team drawn will be the home team against the
remaining team in the first contest of penalty kicks. The winner of the first
contest will then compete against the bye team in penalty kicks to determine
the division winner. The bye team will be the home team. E. Selection of wild card teams
for those age groups with 12 teams (three divisions of four teams). FORFEITS
If a team forfeits any games, the remaining
teams in the bracket will receive:
(1) 3 points for a win. (2) 4
goals for a tie. (3)
Zero goals against. EJECTIONS
Player Ejection
a. If a player is ejected from
any game, the player's pass along with the referee's report of the incident
shall be turned over to the Committee by the referee b. The minimum penalty for an
ejection is that the player shall not be permitted to play in the next
competition match for his or her team. c. A member of the Committee
will inform the referee administrator and the coach of the ejected player's
next opponent that the player cannot compete in the forthcoming game. d. If the team of an ejected
player allows the player to participate in the game he or she is to be sitting
out, that team will automatically forfeit the game. e. The coach of the ejected
player may come to the Committee's headquarters to pick up the pass after the
completion of the game(s) he or she had to sit out. Coach Ejection a. If a coach is ejected from
any game, the coach's pass together with the referee's report of the incident
shall be turned over to the Committee by the referee. b. The minimum penalty for a
coach's ejection is that the coach shall not be permitted to coach in the
immediate match of his or her team. c. A member of the Committee
will inform the Referee Administrator and the coach of the ejected coach's next
opponent that the coach cannot participate in the forthcoming game. d. If the coach should show up
at the game site, and in any way officially participate in the game, his or her
team will automatically forfeit the game. e. The coach or another team
official may come to the Committee's headquarters to pick up the coach's pass
after the completion of the game(s) he or she had to sit out. RULES OF PLAY
1. Except as otherwise provided herein, the
rules of USYS and the FIFA "Laws of the Game" shall apply.
2. Substitutions Substitutions shall be unlimited
for all age groups. There will be re-entry for all age groups. Substitutions
may be made, with the consent of the referee, at the following times: a. Prior
to a throw-in, by the team in possession. b.
Prior to a goal kick, by either team. c. After
a goal, by either team. d. After
an injury, by either team, when the referee stops the play. e. At
half time. f. NO
substitution on corner kicks. FAIR PLAY
AWARD: Pins for each member of the
team/Plaque for each team - one winner each age group, both boys and girls.
Objectives of the Winslow Fair
Play Award are: a.
Respect for self and others through fair play. b.
Elimination of any and all unsportsmanlike conduct. c.
Promotion of safety and development of skills. d.
Appreciation of opponents. e.
Respect for officials who ensure fair and safe play. All teams participating in the
Tournament will be rated on each game by the referees. Points will be awarded
by the game officials in the following categories: a.
Cooperation of Players - Maximum 20 points b.
Cooperation of Coaches - Maximum 20 points c.
Overall Game Conduct - Maximum 10 points - TOTAL MAXIMUM 50 POINTS Criteria for Awarding Points Cooperation by Players a.
Observes the Laws of the Game. b.
Enthusiasm for the game. c.
Plays to their utmost potential. d.
Respect for teammates, officials, and opponents. e.
Participates in a Sportsmanlike Manner. Cooperation of Coaches a.
Encourages their players, not berates them. b.
Respect for officials, players, and opponents. c.
Observes the Laws of the Game. d.
Knowledge of the game. e. Sets
a good example of sportsmanship for players and sidelines. Overall Game Conduct a.
Teams receiving any red cards will be eliminated from the competition for the
Fair Play Award. b.
Teams receiving two (2) yellow cards in the round-robin games will be
eliminated from the competition for the Fair Play Award. c. The
Committee will meet at the end of the 3rd game to select the winning teams for
boys and girls in each age group. |
